President’s Message
At last, WELCOME SUMMER!

The Fairfield Community has experienced a number of positive changes for the 2009 season beginning with our new property management company, CPR, who came on board June 1, 2009. For the first six months CPR is contracted to provide property and pool maintenance. Financial responsibilities will remain in the hands of Council until we are confident that the accountability we require can be achieved.

For this reason, Council is closely monitoring CPR’s operating practices to ensure a successful outcome. The HOA is witnessing a slight improvement with respect to compliance with the vehicle regulations. CPR has begun ticketing vehicles parked on the street and a second offense will result in the car being towed at the owner’s expense. In addition, vehicles that do not have tags/plates will be towed immediately. As a reminder, boats and trailers can only be parked in the lot at the far end of North Gloucester and require a permit which can be obtained by contacting Council.

Although we have made available for the community’s use a 6 yd container for weekenders and excess trash, we continue to see numerous trash bins left outside for days and even weeks. Besides being unsightly and frequently blown into the streets, it is also a clear sign that no one is at home. As a reminder, please place all totes inside the garage of the unit after collection. We appreciate your cooperation in this matter.

Unfortunately, the pool season did not get off to a good start and, despite our best efforts, remains a challenge. In addition to two break-ins, CPR has reported that on three occasions someone urinated on the men’s room floor and last week someone smeared feces on the mirrors and sinks in the ladies room. Understandably, this clean-up is extremely costly. However, now that the cameras and security alarm system is fully installed and operational, on Friday we captured the photo of an individual who somehow obtained the numeric entry code to gain access to the pool.

On Saturday, a Fairfield resident allowed entry to two individuals whose cards do not qualify for activation. The man and woman were inebriated to the extent that he fell in the pool and she walked into the door. Thankfully, neither sustained injury. Both individuals also ignored the no smoking rules. We have identified all individuals involved including the person who allowed them to enter.

Please understand that this is a serious liability issue and be advised that anyone who permits entry to an individual who does not possess an activated card will have their pool privileges revoked for the remainder of the season. On Sunday, two children under 16 entered the pool without an adult. When informed they must be accompanied by an adult their response was, “we were here yesterday and nobody told us to leave”. Once again this is a huge liability issue and, for the record, this is not a new rule but rather one that has been clearly posted from day one on the large sign within the pool area.

On a positive note, the reserve study will be completed by September 1, 2009 and will provide Council with vital information necessary to formulate the 2010 budget. The landscaping will get underway within the next few weeks as will the painting and power washing. Council welcomes your recommendations for improvement and strongly encourages your participation.
